The Silver Ladder aligned Cabal known as Yomi is one of the most influential and powerful political players in the Tokyo Consilium. Emma-O, a ruthless Mastigos with an ultra-conservative agenda leads the cabal, and while he is not the most popular mage in the Consilium, it seems that he is quite content at being one of the most feared.

Yomi is a strongly political cabal, with Emma-O deeply invested in the comings and goings of the Tokyo Consilium. He has made it no secret that he bears a dislike for how the current Heirarch, Kagami, has been handling issues given the Awakening Crisis. Emma-O is well aware that the entire Awakened population is now a dying breed, and a “wait and see” approach is tantamount to just lying down and waiting to die.

Aside from their political activities, Yomi is also a cabal deeply invested in being the strong arm of the Consilium. Emma-O sees himself as a Shogun of sorts, recruiting aggressively from the most capable mages that he’s discovered. The Cabal itself preaches a philosophy of strength and power as prerequisites for authority. While the other mages in the Cabal may have warm, or even friendly dispositions, none of them hesitate to do what must be done.

Emma-O is also the father of Reimu, and Shoki is the mentor of Amaya.
