One Shot, One Kill: a Double Standard?

Is it really vital for a game  to have a one shot, one kill mechanic?  I’ve been thinking about this since it was brought up by Keegan over in the nWoD Combat 101 article I posted.  The example posted was the issue of the nWoD system being unable to emulate a sniper’s standard “one shot, one kill” protocol, therefore disrupting his supension of disbelief.
